Yes, that shield will work, or any other Bluetooth shield/module for that matter because in your project you’ll be using just 1 Bluetooth module so it won’t matter if you use the HC05 (master and slave) or HC06 (slave).

I haven’t seen any Windows app but you could either make one or try using something like this:
