Sure, but you’ll need a few additional parts since the L298 is controlled via 2x PWM and 2x digital pins) - usually this is done via a motor controller.

There are no “requirements” - many builders learn by doing and not necessarily through formal education. Don’t be scared to start.
It does not actually “identify” obstacles - when it contacts an object, the current is cut to that motor, causing the robot to turn.
Is there any particular information you are looking for? The Robotics field covers a LOT of topics, so we need to pick and choose the topics we find are of greatest use and interest to the most people.
