Hi I want to create a robotic arm which can spin about its own axis and also revolve about an axis perpendicular to it. I am not able to design a control system such as to control both these motions simultaneously.

I would suggest you to take a look at slip rings:
Robot Arm with Rotating Base, tangled wires
This would help you provide the voltage/current/data while your robotic arms spins. As for the design, I would suggest you to take a look at robots that already exists to help you to have some basic ideas and concept. Youtube is a great place where to start your research.
