Can the above device be used for currents of 0.25 mA? If not, what can?

Hi @torbenfriis and welcome to the community!
The ACS723 sensor breakout is capable of sensing currents down to around 10mA so that won’t be enough for your project.
You will need a sensor with better resolution, maybe something like this:
