I am interested in the Lynxmotion 4WD chassis (and several other platforms). I would like to know what other parts are required in order to make it a complete robot?

This question comes up quite often. Most of the wheeled or tracked bases include the frame, mounting hardware and drive motors. The rest is up to the user. What is the “rest” though? In order to make a functional mobile robot (not using a standard RC remote control) based on one of the platforms below, you will need the following components:
Microcontroller
The microcontroller acts as the decision making unit of the robot. You program the robot’s functions and actions through the microcontroller. Consider purchasing a microcontroller with integrated port (so you do not need a secondary unit to interface the microcontroller with your computer). The Arduino Diecimilla is an excellent low-cost and versatile starter microcontroller.
Motor Controller
Most microcrocontrollers do not provide much power (usually 5V and under 0.1A), whereas a DC Gear Motor can consume 1A to 85A or more. Some microcontroller units include a built-in motor controller, though most do not. The motor controller acts as an interface between your microcontroller, battery pack and motors and is able to provide sufficient power to the motors. Choose a DC Motor Controller that is appropriate to the voltage and maximum amperage of the platform you select.
Battery pack
To make a mobile robot requires a source of power. Mobile robots are usually untethered and use a battery pack. Choose the appropriate voltage battery back and the highest capacity (amp-hours) within your budget. You will also need a corresponding charger (make sure the charger you select can charge the type and voltage battery you chose).
The components above are sufficient to make a basic robot. If you wish to make it more autonomous, you will need to add sensors.
