I am thinking of making a remote control ride on road train for our families toddlers.
I am confident on the general build but have never fitted an electric motor, actuator or control panel.
The gross weight including passengers would be around 60-70kg.
What would be a rough cost on motor, actuator, power supply, control panel and remote control.

It would be great if you could estimate how much torque the motors will need for the application you have in mind. We recommend using this tool to estimate the torque needed:
Once you know how much torque you need you can choose the motors, you can find some great options in the Gear Motors section of the store.
Then you can select the motor controller, this guide can help you out with that
And you can find some great options for the remote control in the Wireless RC / PWM Servo Controllers section.
As this is a mobile robot I assume you will use a battery, you can find some great tips for choosing one according to your need here:
