Geared motor with different torque values

Hi, I am considering getting this geared motor below. However I am a bit confused about the torque - it says 16.7 kg/cm but also states the load should not exceed 1.5 kg/cm. Can someone please explain? Will greatly appreciate.

Check out the “Drawing of curves” in the datasheet to get an explanation of the torque. THe motor is capable (close to stall) of ~16kg-cm, but is rated for closer to 1.5Kg-cm (maximum efficiency).
