1)i had broke two of the pin leg of the EEPROM IC 24LC256 from SSC-32… and the ATMEGA 168 had broken into half…
2)can i buy a new EEPROM IC 24LC256 and ATMEGA 168 to replaced it all?? or can i run the SSC-32 without that EEPROM IC or without ATMEGA 168?? im using it on phoenix hexapod…
3)if i buy a new ATMEGA and EEPROM IC… i need to program both the 24LC256 and ATMEGA 168 ??? how can i program… using the SSC-32???
4)can i skip any of this??

The 24LC256 should be available as well from outfits like DigiKey:

The IDE programs the '168, the SEQ program programs the 24LC256.

i got spare ATMEGA IC actually(since long time ago)… but the ATMEGA is empty inside… is it means that i can ignore the 24LC256?? SSC-32 still can run on phoenix without 24LC256 is it??
Not sure what you mean by that it is empty? If you mean that it is a brand new chip that you did not get from Lynxmotion (or one of it’s distributors), you will probably have problems as it probably does not have an appropriate boot loader installed on it. The boot loader is the code that allows you to download new versions and the like.
Assuming you can get the Atmega to work, yes you can use an SSC-32 without the 24LC256. This is an EEPROM (external memory). However without it you will not be able to store or run any sequences that were created by SEQ or the like.

after that i can update Firmware 2-04GP_BETA2.abl => General Purpose Sequencer because the firmware will stored at internal EEPROM inside ATMEGA is it???

The EEPROM are not used for the firmware, only for saving sequences.
